Do those who use it most explain it most?
In August the Spanish Government published its Atlas de la IA en España: how much artificial intelligence is used and what capabilities the country has. On 20 October we add the other half: what organisations say, on their own websites, about how they govern it.

They measure the absence of a public signal, not compliance. A website not publishing something does not mean the organisation does not do it.
The figures on the left come from the Atlas de la IA en España (Spanish Ministry for Digital Transformation and the Civil Service, August 2026, Annex: Indicators, p. 33), each with its original source. “The other side” shows subtractions from those same figures, and each card states the calculation. The figures on the right are calculated by the CriterIA© Radar from public websites and, once published, are never recalculated.
CRITERIA© OBSERVATORY · THE PURPOSE
AI without literacy, without reskilling and without governance does not scale productivity: it scales risk.
What it is
A public, free and anonymous observatory. Twice a year it measures which public AI-governance signals, related to the EU AI Act, can be seen from outside in a sample of Spanish organisations: SMEs and the wider business fabric, large companies, universities and schools, and public administrations. No organisation is named.
What it seeks
That the conversation about artificial intelligence stops being measured only in use and is also measured in judgement: people who know how to use it, jobs redesigned to make room for it, and decisions with someone accountable for them. On 20 October it publishes its first edition, the Criterion Index© 2026.

The Observatory has a Monitoring and Oversight Committee made up of top-level professionals in law and regulation, business schools and universities, AI education and literacy, people and reskilling, public innovation and technology governance, and the digital economy. It reviews the method and the report before they are published, and its membership is presented at the event on 20 October.
